I think that is a bit of an exaggeration. It has a little bit to do with cameras. Without them, it would just be staring. And that is less socially acceptable. Trust me. I found that out the hard way. The irony was when the person yelled, "Why don't you take a picture -- it'll last longer!" True, but I just kept staring because I didn't have a camera.

Cameras are an excuse to stare.
