Why are puppets less scary than dolls? Because puppets are operated by people. The human puppeteer controls the puppets mouth, what the puppet is saying. She also controls the ways the puppet moves - arms, head, body.

When dolls move, they're just doing that stuff on their own. 

And that is terrifying.
