It is not a waste of time to sit on the dock of the bay. Well, unless you're complaining. You should be enjoying the dock. And the bay. And the sunshine. And the clouds.
Even if it looks like nothing's going to change and everything still remains the same, don't complain.
Just enjoy the scenery.
