Times have changed.  Nowadays if we see people walking around talking to themselves, we assume they're on the phone.  But if we saw someone walking around a pond all night long, we'd be concerned about that.

Of course, if the pond was big enough, we might just see them walk by once.  Then we probably wouldn't call anyone.  But if we saw them walking around a small koi pond in our backyard, we definitely would.

Not like in the olden days.  People wouldn't call about things like that then.

Because they didn't have telephones.
